The Winter Session, 2009 of Parliament commenced on Thursday, the 19th of November, 2009. Lok Sabha adjourned sine die on Friday, the 18th of December, 2009 and the Rajya Sabha adjourned sine die on Tuesday, the 22nd of December, 2009. The Session provided 21 sittings of Lok Sabha spread over 30 days and 23 sittings of Rajya Sabha spread over a period of 34 days.
2. Financial Business transacted consists of the Supplementary Demands for Grants (General)for 2009-10, the Supplementary Demands for Grants (Railways) for 2009-10 and Supplementary Demands for Grants for 2009-10 relating to the State of Jharkhand and their related Appropriation Bills, which were discussed and passed in the Lok Sabha during the Session. Thereafter, the Rajya Sabha considered and returned these Appropriation Bills.
3. Four Bills replacing four Ordinances, namely, (i) the Competition (Amendment) Ordinance, 2009; (ii) the Jharkhand Contingency Fund (Amendment) Ordinance, 2009; (iii) the Central Universities (Amendment) Ordinance, 2009; and (iv) the Essential Commodities (Amendment and Validation) Ordinance, 2009 which were promulgated by the President, were considered and passed by both the Houses during the Session.
4. In the Lok Sabha, six Short Duration discussions under Rule 193 were held on the following issues:-
(i) Rise in prices of essential commodities;
(ii) Natural Calamities in the country;
(iii) Impact of climate change;
(iv) Report of the Liberhan Ayodhya Commission of Inquiry and Memorandum of Action Taken by the Government on the Report, laid on the Table of the House on 24.11.2009;
(v) Indo-China relations with Special references to recent occurrences; and
(vi) Increase in Naxalite and Maoist activities in the country.
5. In the Rajya Sabha, four Short Duration Discussions under Rule 176 were held on the following issues:-
(i) Situation arising out of threat to the internal security of the country;
(ii) Achievements and problems of Women Self-help Groups in the country comprising mainly poor rural women;
(iii) Rise in prices of essential commodities; and
(iv) Liberhan Commission Report and trial of Babri Masjid case.
6. Besides, 7 Calling Attentions and 1 Half an Hour Discussion were discussed in the Lok Sabha. 5 Calling Attentions were discussed in the Rajya Sabha also.
7. During the Session, 22 Bills (21 Bills in Lok Sabha and 1 Bills in Rajya Sabha) were introduced. Lok Sabha passed 19 Bills and Rajya Sabha passed 17 Bills during this period. Total number of Bills passed by both the Houses of Parliament during the Session is 17. A list containing the titles of the Bills introduced, considered and passed during the Session is annexed.
